WIth Garland, placing the latest_members block in the right sidebar,
causes the picture to be right aligned. I tried to left-align it adding
the following in my style.css, to no effect... Thank you for any help.

.block-latest_members .content {
text-align: left;
}

I still don't understand can you explain in more detail...am i editing a file in the module here or just the style.css for the theme. also where exactly do i do this editing. please help

I propose you buy/download a drupal book or check the drupal docs and learn how to override a theme function. I can't help you more than this. Good luck.
