Properties screen doesn't work in Safari

Issue Summary

If you launch the properties screen from a Safari browser you cannot reach the two access tabs - only the general tab. Selecting one of the access tags causes the tab to briefly display before the general tab gets re-displayed.

This is still present in 5.x-4.2 - I believe it's related to the tabs module - we need to get DBFM working with the later version.

The latest release (4.3) solves the problem. A patch allows the latest version of the tabs module to be used.
