When I'm on admin/build/validation_api/fields/add and there are no validators defined, I would expect it to not show the form and redirect me to create a validator since I won't be able to select one on the field addition form.

This was fixed with my revision. However, I thought the redirect would confuse the user. So, when there are no validators defined, I give them a little text blurb that tells them to go create a validator first.
