Must choose category?

It looks like people can post to the top without picking a category, is there anyway to MAKE people choose a category and not allow them to post to the top?

in version 5.x you can choose in /admin/content/taxonomy/edit/vocabulary/your-weblinks-vocabulary the option "Required" : "If enabled, every node must have at least one term in this vocabulary." but is only a good selection if you only post type "web links", you can also choose this in the same edit-page above.
