Hi,
I cant't figure out to have to full blog item to show up on the /blog page or the /blog/user pages.

Global to all content types.
I tried that already, but it does not work.
I have already tried to change this setting to ''unlimited'', but it does not work. Whenever I visit the blog/1 page, only the titles are displayed. I would like the full post to display.

You can get this to be retroactive by doing the following

I was having the same issues with my blog entries. I agree with yelvington that these changes are not retroactive, but you can do the following
Administer -- Content -- filter for Blog Entry
Unpublish all blog entries
Publish all blog entries (this will pick up the post changes)
Blog entries will now have what you changed in the post settings.
