"Content to filter" option in settings does not appear to work

/admin/settings/spam

The "Content to filter" option allows you to decide which parts of your site you want to filter for spam. I currently have only the "Comments" option checked, but I see spam tags for every block on my site. This is a particularly thorny problem for me since I want my registered users to report comment spam but I don't want them accidentally tagging actual content on my site as spam.
