Crop is ignored if Scale's dimensions same or smaller

I need exact dimensions images with their proportions kept so I make a preset like this:
1. Scale - width: 60, height: 60, upscale: No
2.Crop - width: 60, height: 47, xoffset: center, yoffset: center

I use Crop to fill the remaining gaps to fit exactly the div element so with 5.x-1.2 the gaps remain empty.
