Similar to http://drupal.org/node/279620 , this removes strings from the translation template by factoring out un-translatable portion (html and SQL code)

Well, except that this is a patch level 1 (and not 0), this looks good to me. Here is a correct version of the same patch. Trivial patch so marking as RTBC.
