Was this issue fixed in v6.3?

2)
If not, is there an easy way to test if the bug affects my site?
I don't want to install any modules if I don't have to.

Yes I think it is. The module description contains two links to pages which describe how to reproduce the problem, the simplest one is: http://drupal.org/node/259292:

  1. To change a user profile go to: administrator | user management | profiles
  2. Create a new field in the profile: a "checkbox" with "The user must enter a value." "Visible in user registration form."
  3. Register a user, without filling in the checkbox.

If reproduced properly despite the required field not being filled in the user is registered.

If you don't have the problem though, i.e. you don't have any required checkboxes setup that aren't working, then you don't need to install the module anyway.
