I have a mini panels block set up which includes the core user login block and the Logintaboggin user logged in block (so you'll always get either one or the other) and some custom content with filler text. I've set the block to the collapsible and collapsed by default. When I'm logged in, it works as expected. However, when I'm logged out, the block is collpased by the header never gets turned into a link to expand it. See the Member Panel tab here:

This version of Javascript Tools is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
