I was really surprised to see AND (empty all), but no OR (empty all).
When going to my view, by default, I want it to display everything. This requires (empty all). I find the AND search result much too picky, and as such want to use OR...however, that would stop the default display from showing everything. As such, I would find the option to use OR (empty all) very useful and I would think for others it would be as well.
While I could allow users to chose the operator, it is not preferred as I certainly wouldn't want to give 2 AND operators as a choice since that would confuse many users. So given my explanation the previous paragraph, I would like to be using OR (empty all) along with the Lock Operator option in Expose Filter.

Anonymous (not verified) commentedMy mistake, the ability to do this already exists. It's simply achieved a little differently.
Here's how for anyone else wondering:
1. Choose OR as the operator.
2. Expose Filter
3. Check "Optional" under Exposed Filters. This will allow all results to be displayed if nothing was searched for.
4. If desired, Lock Operator in order to remove the ability for users to chose something other than OR.
