I would like to have a few different static design elements on the forum page than the rest of my drupal site.

Is this possible? If so, What is the easiest way to go about this?

Since the forum is based on taxonomy, this module is probably what you need.

I have found the best module for handling this is the Advanced Forum module - http://drupal.org/project/advanced_forum
