The client wants to have the end user be given the first 30 days for free and then they would start to get billed.

Payments are handled via Paypal.

Anyone know how to set this up?

i would imagine you'd have to look at either the ubercart or ecommerce modules for this....

With ecommerce module you can do roles and subscriptions. You could say that anyone who a default role has a price for a subscription that runs out in 30 days and then changes their role and charges based on the new role. You can do this with Drupal roles or OG. OG would probably give you more control.
