No menu item, 404 on category_admin

I saw this bug for version 5.x as well.
I installed taxonomy delegate and the set up screen was added as described in documentation. I assigned a role to 3 vocabularies and they appear to have been saved just fine.
however, there is no way for the role to administer the vocabularies. There is no menu item (I even checked for disabled items) and adding category_admin or category_admin/list to url returns a 404 page not found error.

I messed around some more and found that the menu link to category_admin is only present when the role of Authenticated User is checked.
doesn't that mean that any authenticated member can administer taxonomy?
I'll keep trying to figure this out.

I think that issue has a better discussion, so I'm reversing the "dupe" flags.
