Looking for Drupal/php expert to upgrade site from 4.7 to most recent version

Our site has not been upgraded since Drupal 4.7. Would like to catch up with the rest of the world, but do not trust my skills, as I have been filling in since site developer quit on January and I had not even heard about Drupal prior to that time.
Our site is a national political/activist site with, if you believe the statistics, about 5,000 to 10,000 unique visitors per month.

Looking for someone with proven experience and references who can do the upgrade quickly, test it thoroughly and perhaps give me some pointers along the way. Also, have some issues with setting up forms and related sql tables.
