I've managed to get the COD partially up and running. However, I am not seeing the cod_organizing theme. In fact, when I go to the Themes administration page no themes show up in the List. I've copied the theme into profiles/cod/themes *and* sites/all/themes but the site all renders as if there is not theme defined.

I would recommend only putting the theme in one place in your installation at sites/all/themes. Make sure to properly unpack the theme file you download from Drupal.org and rebuild the cache. The theme should appear at admin/build/themes.
