Blank page when CCK not enabled

When CCK's main "Content" is not enabled, "Content Taxonomy" gives a blank page when enabling it.

Content Taxonomy has dependencies to the Content and Taxonomy Module. How is it possible to enable the Content Taxonomy without the Content module?
