problem with loading style.css and images for theme

Hi all,
I would like to ask you if anybody will help me with my problem. On the site http://www.test.kvetiny-incana.cz I use Drupal 6.0. This is test subdomain for domain kvetiny-incana.cz. The styles and images only loaded when I work with administration but in homepage don´t work.
Can you describe me how I have to set base URL in setting.php or any next suggestion for me?
Is it very important for me.

Ahoj! Make sure that you've set the theme so it's enabled at Site building -> Themes. It looks like you've set it as an administration theme.

Ahoj! Thank you very much for your answear but when I use the same themes as Administration themes, it doesn´t work too. The images works when I set file system as Not public. Do you have any next idea how solve my problem? Thank´s. Jiri
