It imports the CSV. But you can't find it in the Taxonomy Manager.
I had a category called Location. After uploading the CSV, it would list the category but I could not find it in the category/taxonomy manager

Also, does it give you the "The CSV file has been imported." message when it's done? Any errors at Administer › Reports › Recent log entries?

I uploaded other CSV but got the same problems. - invisible in the Taxonomy Manager
I didn't didn't see errors on the page.
