Works in some regions, not in others

Issue Summary

I can get the newsticker block working in some regions (left sidebar, right sidebar, footer) but not others (header, content).

The script doesn't get injected when using the header or content area.

I'm using jQuery 1.2.6

What version of Drupal? It could be caused by the bug in 5.8 which prevented block modules from adding header content. 5.9 addressed the problem.

I'm using 5.8.

I'll try upgrading to 5.9 to see what happens.
