I just tested it out and it worked pretty good except for a few things:

-there is a "terms of use" menu item in the navigation menu for anon users. This allows them to access and change the terms of use settings page.
-when I clicked on admin/menu the "terms of use" menu link disappears.

Other than that works pretty good.

I am having the same problem. The only difference is that in my case authenticated users get the menu option "Terms of use" (since the menu is not visible to visitors).

Did anyone find a way to deactivate that menu position? When I click on admin/menu the "Terms of use" option is gone. When I relog as an authenticated user it is there again.

I deactivated the Terms module for now because I do not want my users to change the settings all the time.

Is there a way to deactivate the menu entry in the module by deleting the appropite code?

I made a patch against terms_of_use.module that should solve the access problem.
