It appears to be a conflict with Formfilter 5x-1.0. I've been using Formfilter to hide options from users, Wysiwyg editor somehow causes Formfilter to hide the tool bar from them too, automatically. I've disabled Formfilter and the toolbar appears to the users. But I would like it then to work together. It is somewhat critical for my current purposes, though I will be looking for alternatives to this. (simple ones I hope :))

Could you please explain how the title of this issue is related to your bug report?
Also, does this also happen if you do not filter the form at all? Does it happen if you filter a certain field in the form?

I've just re-enabled formfilter and I can't replicate the problem. Wysiwyg and Formfilter aren't showing any problems. I've made some changes in my node-types to use Content Taxonomy fields with Hierarchical select, so I can't duplicate the conditions/original settings just now(in case it was somehow related to a required core Taxonomy field I was trying to hide), but will try. I didn't methodically test to see if it was a particular field contributing the problem, but it is possible now that you mention it.

Recap of the problem:
The wysiwyg editor toolbar wasn't visible (but the body field was) when viewing the filtered form or when logged in as a 'authenticated' user.

The admin could see and use it so long as they were looking at the unfiltered form, once "preview filtered form" was selected, then the toolbar disappeared.

Permissions were set for authenticated users to have access to wysiwyg and I would have suspected this was the problem, but after uninstalling Formfilter the toolbar was visible to the 'authenticated' user.

I am very sorry I didn't spend a little more time trying to track this down. I fear I have wasted your time because I don't have enough info to go on. I have a few things to try, but I'm a lame-o!

Hm. Well, if you do not have the issue anymore, we can't do anything about it. Hence, marking as won't fix.

I think the report is wrongly described.

From my experience there is a conflict between formfilter and wysiwyg ONLY when you hide the "Input formats" field group.

I really didn't dig much about it. Instead of hiding the group you can easily hide the input formats you don't like to show and wysiwyg follows working like a charm.

I experienced the same thing and I thought it was a feature by design of wysiwig.

Nethertheless, it is the kind of thing we may not thing about during web site bulding, so I would appreciate to see it in the documentation.

This bug report could become a feature request for documentation.
