If you assign a fall back price it seems to set ananymous user price. This makes it so that if you have lots of user roles you have to set a price for all of them rather than just the ones with a different price than the fall back price.
Work around: Set prices for all roles.

I did some extra checking and it doesn't set anything when you set the "This price will only apply to users whose role is none of the listed in the Price per Role fieldset down here." field.
UNLESS you also have a custom price for anonymous users AND they match. In fact, if you set the price for anonymous user, but don't also set the fallback field to the same amount at that time (even when updating it) you will lose your anonymous user price.
