Sometimes, user node queues will be used internally by site admins and should not display to non-admin users when viewing profile pages. While one could restrict access to the "user nodequeue" view in the view configuration or by configuring the queues not to display on profile pages on the queue edit form, it would be ideal to have a "View User Node Queues on Profile Pages" permission, to make it easier for site admins to view a user's queue internally.

To clarify -- Users who should be able view user subqueues:
--Everyone
--Owners only
--Admins only

Marking this as critical as multiple users have requested something like this and it would make the module more versatile and can be completed by end of the Summer of Code.

As suggested by dydecker in #294777: Private smartqueues?, I've committed a change that provides 'view own user node queue on user profile page' and 'view all user node queues on profile pages' permissions.
