Can't select workflow state on new post creation

I have activated a workflow to the blog entries and set the permissions correctly to the roles. When I create a new post I can't set the workflow.

When a post is created I can change the workflow (with appropiate permissions) on the Workflow tab.

I think it would be some problem with the D6 API hooks.
