sorry for what is probably a very basic question. On Drupal 6 how can i have a primary link's content accessible by anonymous users if they don't have permission to access content?

I can't find an answer to this either. Primary links menu item that was visible to anonymous in D5 is no longer visible after upgrade to D6. The menu is handled by the theme, not defined as a block which would allow me to configure permissions in the primary menu block.
