Add a region on the header

Thanks for the lovely theme.

I am building an e-commerce site, I am looking at Asos.com as a reference site.

I want the "shopping basket " to appear as an overlay on the banner.

How can I ?

1. create a block region on the header
2. or use aany otherway to overlay the basket on top of the banner
