When I'm on the path 'user/login' as anonymous user, instead of getting 'User access' as the title, i got 'icon_users', worse is when i activate the 'admin menu' module, i got '1 / 1 Only local images are allowed.'. Any idea?

I am experiencing the same problem. However, on my site the issue only occurs when using the Zen theme! See #293154: Conflict between Zen and Admin Menu

Mm.. Interesting..
How about checking it with the Garland theme?
I don't think this is a theme issue..

PS: Don't forget to empty cache. This will make sure we don't get stale cache.
