COD Payment Method Submits Order Without Warning

When COD is the only enabled payment method, the Payment Method on the Order Summary page shows the following:

Payment method
Confirm before Shipping
[Continue to payment details]

Clicking the [Continue to payment details] button submits the order immediately rather than taking you to a payment details page (presumably because no details are required). The button should read something like [Place Order] when COD is the only payment method available, otherwise users are get quite surprised to find they've placed an order.
