Can't edit 1st page, on first page, when Click Thru Tracking on

Description
Weird bug - if you try to edit the top page on the first page with Click Thru Tracking on the normal set of options "View Edit Outline" are missing - there is no way to edit this page.
Following pages edit just fine.
