The title says it. I would like to change the provided block's behaviour to show the activities of all users, also when someone anonymous accesses the page. In this case I get "There are no activities to show", although anonymous can access the users' profiles/streams.

That's a bug. The block is inadvertently getting activities for the current logged in user instead of for all the users. I can think of no good reason to provide a block that shows you your own stream items.
