I created a custom region called header_bottom. Now I'm trying to remove it. I simply removed the code I added to my theme's template.php and page.tpl.php files but the region still appears on my blocks page.

Could this be a caching issue? In Drupal 5.9 I went to /admin/settings/performance. Caching is and has always been disabled. Is there anything else I should be looking at?

a lot of times when you add or remove regions from your themes they do get cached. To clear it you need to go to site building -> themes and click configure for your theme. Then just scroll down and hit save, you don't need to make any actual changes on the configurations page. This should clear the theme registry.
