When the standard forum vocabulary is (accidentally) deleted, the forum_nav_vocabulary variable is not deleted, so _forum_get_vid() doesn't create a new vocabulary. All subsequently added terms (containers and forums) are mapped to the vid of a no longer existing vocabulary in the term_data table.
