What is the purpose of removing request password link

Isn't this a good thing for users to be able to use if they forget the password ?

if you use a LDAP autentication module, probably you cant change your password on drupal.

This is also useful for sandbox sites. If you want users to be able to log in as a certain test users, you don't want people to be able to change the password on that user.
