Create is a configuration option where if there are NO results for ordering list pages (Published, Upcoming, newest, top24h...) , then the user can set a default message like "No scoops match your criteria! You can help fill this space by submitting content." or something like that.

Please be careful, it seems there is a ";" missing after variable_del('drigg_no_items_to_display') in drigg_ui.install
