Issue Summary
When using a theme that is not Garland, for any menu items present in the navigation menu there are two images associated with the <li> tag: one is the plus/minus image put by activemenu.module, and the other is the image used by the theme.
I see the issue with Drupal 6.3. I am not sure it that happens with earlier versions.

This problem is related to #292032: Wrong CSS file being used.
