Create content doesn't have signup options

I created a content type (ltc_registration) and I added permissions for a role to create ltc_registration content, edit own ltc_registration content, and then the following signup permissions (administer signups for own content, cancel own signups, email users signed up for own content, sign up for content). I have the signup enabled by default for this content type.

The issue i'm having is that when I go to create content ltc_registration, it does not give me the option to configure the settings for signup. After I create the node, then click edit, it will give me the option to configure the settings. If I assign the permission administer all signups, it will give me the option to configure signup settings when I am creating a node. I do not want to give that option, because it gives people permission to all signups and I only want them to configure theirs.

Anyone have any idea why this would be?
