If it doesn't exist, why not find a D5 version of what you need (http://drupal.org/project/newsticker maybe?) and help the developer update the module? newsticker.module is only 300 lines of code, so I think it shouldn't be too much work.
I have started to learn PHP and java script but i think my knowledge is not enough for module development. anyway i'm ready to do anything to get things work.
