I'm very new to Drupal module development so this may be completely infeasible but is there any chance of implementing this as a patch to fieldgroup.module? The functionality this module provides significantly adds to the flexibility of Drupal and should be included in core.

The CCK fields architecture is undergoing serious refactoring for Drupal 7. Whether part of that refactoring will include native support for this kind of functionality remains to be seen, but I hope it does. In the meantime, while this module is in the process of being developed, tested, refined, etc., I think it's better to keep it as a separate module.
