I discover more problems with permissions.

When you choose private download method, grant read upload_module permission to all users attached files isn't visible for authenticated users and download link is protected by it self.

How did comment upload conflict with web file system rights and paths?

Note that support for the private file system was only added on August 8, with commit #132404.
