Autodetection of new theme not working

I have uploaded a contributed theme(Refresco) to MyDrupal/sites/all/themes/Refresco.
Then I went to admin>themes and it was not there (not autodetected). I ran cron manually just in case - no help. Then I moved the file(Refresco) to MyDrupal/themes/Refresco. Then it did appear at admin>themes. How do I fix the autodetect, or am i doing something wrong?

You're doing everything right. Have you uploaded a contrib theme and/or module before?
I'd delete all Refresco files and folders and re-upload. Chances are, there was a problem with your initial upload.

Well there is one other think going on. I'm using bluehost (there are other Drupal installations on it) and I cannot delete some files. I have worked with their level 1,2,3 techs and have a help ticket in since Friday, but no response. Whatever is going on, they may be part of it. --Like the os doesn't believe my write permissions????
