How to disable 'abuse reporting' for comments on non-enabled content types ?
For example, OG shows abuse reporting links below comments made againsts an OG node/

Unfortunately...it currently allows flagging for either all comments or no comments. Any ideas on how you'd prefer for this to be handled?

Probably the abuse reporting options can be shifted entirely to workflow under
Administer » Content management » Content types » Blog ( and Story, Page, whatever )

Workflow can have options under the generalised workflow for that node type or a stand-alone workflow ( like Fivestar) under the node type.
For example :

Default abuse report for node type :
- Enabled
- Disabled

Default abuse report for comments (for the above) node type :

- Enabled
- Disabled
