From with the user section of drupal, it should be possible to let the user delete his / her own account from the drupal site. There was one person an a ML that asked for his account to be removed and gave the password as well. I know that in the Netherlands (where drupal.org is still located) being able to delte your own record is required by law.

There are some issues on how the procedure should be to delete an account and if the account should be really deleted or just deactivated. Should the content as well be deleted (I think not)?

I think a good way is:
go to the edit tab of your account
push "delete my account" (with a link next to it, "What is this" explaining what is deleted and how)
push "Yes I am sure" ("Cancel")
Display information about steps below
Send mail to account of user with uniq URL that is timebound (24h)
If URL is accessed within 24h, set account to deactivated.

Sending out mail should be optional (some host cant send mail) yet on by default.
