You have many solution, e.g.:

  • This theme already come with a special mission region handling. So if you only hope to have something special in front page (well, I guess this is the most often case...), this may give you some hand. Please refer to README.txt for more information.
  • If you only hope to have blocks above content for SOME PAGES only, you may try panels module. This give you a panels content type, and able to define page layout as very flexible.
  • If you really hope to handcode a new region in the theme, please refer the Blocks, content and their regions for more information.

Panels is kind of slow. and in my site there are lots of authentication issues which further reduces speed. Some people are saying it is taking almost a min to enter authentication page. It will be good if a block "Content top" is available..

@sourabh.iitm: I think a Drupal page with a min is almost impossible. If it does that means something else goes wrong, e.g. server configuration, internet connection and so on.

Panel DO reduce some performance, but with cache activated it shouldn't be a big concern. If your site even hope for more boost up, try for memcache instead.

I am not going to add "content top" region because we are not ALWAYS need it. I will only add something for most daily life into core, but leave other for YOUR customization. You may customize the "content top" region according to the guideline in http://drupal.org/node/29140 (D5) and http://drupal.org/node/171224 (D6) :D
