Pick a Cuisine... Not there? Add a new term!

That's what I want to do... Kinda like wordpress categories, u know, on the right, u click on the existing categories, if there isn't one that fits, then you can type in a new one at the box below.

Here, I've created a large "Vocab" called "Cuisine", within it, I've created a simple hierarchy like:

- Italian
-- Tuscan
- Japanese
-- Izakaya
-- Ramen

Now, let's say someone wants to create a new node about Japanese Yakitori... it's obviously not in my existing vocab... so, can I show my list on the page, while allowing the user to create a new term, and correctly add it to the hierarchy under "Japanese"?

afaik, if you want users to add terms to vocabularies with core, you need to use a Free Tagging vocabulary.

Some contribs that might be closer to what you want are:
