IMO, in order to remove clutter in the select list actions such as Make content sticky/ unsticky can be combined to a single action, and user will select a radio button on the action.

yes, like it was in workflow-ng. However, this actions are core actions - so we can't change them. I've removed the old actions in favour of the core actions.
