Button Toolbar height issue

Description
The buttons/toolbar does not expand (height) for additional row of buttons. (Must hack the code to do this. Code references a selection of number of rows, but I found no admin control for doing so. I changed the height value of 27px in .js and .css files to achieve a second row. Would be nice to make the height fluid, as a permanent fix.)
