If a quote is created that has blank lines, it seems that the quote formatting is blown. Only the first line will be in quote format. I'm not sure if it appears with all quotes or only those with an author quoted.

It appears the ending div is placed randomly after the first line even though the [/quote] is further down in the messsage. I've verified this by looking at page source.

I'm using quote 1.2.0 on 4.6.3 Drupal.

This was my error. I had the wrong filter sequence. All seems well now.
