Newbie here,
Anyhelp would be appreciated.
I am getting to like drupal more and more. A big thank for all who make this possible.
I had to give the idea of multisite as my host asks extra 36 dollars per month to Shell access.

Is there a way I can share users without letting them to register at each sites?

This topic is of great interest to me too.

If it is possible, will it work for sites on different versions of Drupal. I currently have 2 on D6 and one on D5 and there's no hope in upgrading the D5 until more D6 modules come on line

According to this source, you may not need shell access. I have not verified, so please experiment carefully.
