Is the issue here that it keeps looping back to the database settings page, even when the correct settings are entered?
I was using a non-localhost mysql server, and this was happening to me... problem was that I had renamed (instead of copied) default.settings.php to settings.php

I have since reverted to 5.10... silly me I needed the Cart anyway - and 5.x is the safe path for that.

I did however also rename via FTP instead copying as mentioned above.
